A small wooden plaque noting the civil rights battle of Mildred and Richard Loving was affixed with bolts to the fence around the J.E.B. Stuart monument on Dec. 16, 2011. Subsequently, a local group which typically responds to occasional vandalism at the historic statues, paced a protective walk around the fixture while carrying confederate flags.
