A person holds a candle Thursday during a vigil in memory of multiple pedestrians who recently lost their lives. A total of 13 pedestrians were killed while walking in Richmond last year. According to data obtained by The Times-Dispatch, none of the drivers involved in those fatal incidents has been charged or prosecuted.
