Gov. Abigail Spanberger sent an unmistakable message to colleges and universities on Tuesday with the appointment of former Virginia Military Institute Superintendent Cedric Wins and former University of Virginia Rector Robert Hardie to the Virginia Commission on Higher Education Board Appointments.
